Which is best? Torquay, Devon, Cornwall?

Hi could anyone recommend which place is best to go for the weekend? Where is the most beautiful/romantic? I am interested in the beachand ocean and nice restaurants and bars. Also can anyone suggest somewhere special to stay - Thanks so much x
