How can I view KOI8-R encoding in an IRC client? Any simple way using any client. ?

I use windows XP and ubuntu. Been trying for about 2 hours now with no success. I did find a plugin to support it but the readme file doesn't display properly. I am using mIRC in windows, but im willing to download any client.
